Context / Contexte

At the European level the Electrical and Iinformation Engineering (EIE) field is structurally morphing from one with a predominance of large industries to one dominated by Small and Medium Sized Enterprises (SME).  The EIE field will be at the heart of many of the major challenges facing the EU in the near future, renewable energy, improved personal and organisational communications, new advanced manufacturing facilities, new transportation systems to name a few.  The EIE skills’ base of the EU needs to be increased such that we have well trained engineers who are not only technically competent but also able to exploit opportunities through entrepreneurial alertness and action.
At the individual level we need to enhance the communication, cooperation and mobility of individuals to enable them to respond to the challenges of different regions of the Union as they arise and to equip those who wish to engage, with the competences required to be successful entrepreneurs
To this aim, our project will establish, as main output, a virtual centre for the development of enterprise skills and competencies and investigate and report on the implementation issues and impact of Lifelong Learning on the employability of people over Europe in the field. The virtual centre will connect learners of any age to a network of educators within academic institutions, business training advisory bodies and business mentors across Europe in a way that enables skills and competence, in conjunction with foreign language skills to be enhanced. To ensure the sustainability and the efficiency of the results during and after the project time, the web portal will be hosted by the EAEEIE* European association (European Association for Education In Electrical And Information Engineering).

Objectives / objectifs

The first objective is to develop a virtual European Centre for Entrepreneurship Education in Electrical and Information Engineering with an internal e-learning assessment offer which will be a reference point for any applicant in the Lifelong learning framework. The second one is to experiment some mobility network to promote mobility through the studying of good practice in the design of International cooperation at PhD, master and bachelor levels with attractive application. A study on the way to open the PhD student access to lifelong learning, meaning a possibility for engineers within a company to move back to studies and prepare a thesis, will be discussed. For this goal we want to make an experimental bench to link learners through our e-learning gateway with students at PhD level to provide them an opportunity to do part of their research and training in an international and European environment. This benchmark will be used to analyse the recognition systems needed to ensure the credit transfer of this part-time training. This Network will develop attractiveness for mobility and improve cooperation between doctorate bodies. The original idea is to link our work with the activity of the EAEEIE association to develop together a Web Portal to promote our work and to guarantee its sustainability, bringing a new competency to this International European association in the research area. All the activities done in this project will follow these objectives: - to faster exchanges of information on educational systems by a central Gateway, - to standardize recognition of diplomas, qualification and study periods - to stimulate student and staff exchange and startups cooperation - to develop joint mobility network and teaching materials - to participate in mutual quality assessment of e-learning tools

During the life of the project some experiments on the following set of tools, are tested through the Gateway : - A gateway for individual who wishes to develop their enterprise knowledge and skills in the Electrical and Information Engineering discipline area, - e-learning gateway, - A degree framework for emerging job market needs in some domain of the EIE fiield, - A showcase for PhD student position, startups and European Degrees, - Experiment in joint mobility network design at Batchelor and master level through Erasmus Programme, possibility for students to practice a double-exchange with an ERASMUS grant (in a first university for one semester and in a second one for a second semester). - An Observatory of good practice in standardize recognition of study periods, - A methodology for an assessment of e-learning enterprise courses compared to more classical delivery methods.

Impact/ results – Impact/résultats

The main impact envisaged will be an improvement of the entrepreneurial ability of individuals across Europe and, through this and the novel approach to linguistic development proposed in this project, it will enhance mobility across Europe and will contribute to attract learners in scientific degrees adapted to the job market area. The Virtual Centre for entreprises will provide a facility through which any learner within Europe can develop their enterprise skills and hence the centre will contribute to the competitiveness of the population in new venture creation and the economic growth of the European Union.  Engagement of staff and learners with the Centre will also contribute to the excellence of European education and research in the enterprise area.

LIP a accompagné le porteur de projet dans toute la phase de montage : construction du partenariat, coordination du montage administratif et financier du projet, conseil à la rédaction, à la gouvernance du projet, etc. LIP est également sous-traitant de l’Université Lyon 1, pour une prestation de management administratif et financier du projet.
